Photo Red Light Enforcement Program

This web page contains information about the City of Peoria Red Light Camera Enforcement Program. It also has some of the most frequently asked questions about Red Light Camera Enforcement and Red Light Running facts.

The goal of the City of Peoria Red Light Camera Enforcement Program is to make our intersections safer by changing driver behavior and reduce automobile- related injuries at these selected intersections. Additionally, this campaign seeks to re-establish respect for traffic signals and enhance the safety of drivers and pedestrians within our community.

If you were photographed running a red light you can view your photo at www.photonotice.com.

Facts you might want to know!

Camera iconOn October 2, 2007 the Peoria City Council approved the City entering into an agreement with Redflex Traffic Systems Inc to begin a Photo Red Light Enforcement Program. Redflex has 150 vendors nationwide with over 1,000 systems operational.

Redflex will provide the latest digital camera equipment associated with the enforcement systems. They will also provide the staff and equipment necessary to install, operate and maintain the camera systems. This pilot program will be for an initial period of one-year, with the option of four (4) one-year renewals. There will initially be 6 intersections monitored by these systems. Each intersection approach will be properly signed alerting motorists of the photo enforcement zone before they enter it.

If you were photographed running a red light you can view your photo at www.photonotice.com.

Based on traffic data the intersections being considered are:

1. 83rd Avenue & Thunderbird Road

2. 83rd Avenue & Union Hills Road

3. 91st Avenue & Bell Road

4. 75th Avenue & Thunderbird

5. 91st Avenue & Olive Avenue

Red light running is a dangerous and costly national problem. In 2003 nationwide there were more then 1.8 million crashes at intersections. Safety is sharing responsibility for the entire community

Our goal is to change driving behavior at these locations and make the intersections safer. On January 1st 2008 drivers were given a 30 day warning period to get used to the program before citation enforcement began on January 31st 2008.

RED LIGHT CAMERA TECHNOLOGY
Peoria’s Photo Enforcement Camera Systems ONLY trigger during the red light signal phase.

For each violation:

The system records four separate still images:

  • A face shot used to identify the driver
  • A vehicle plate shot used to identify the vehicle
  • A scene shot showing the vehicle not yet crossing the violation line while the light is red.
  • And a final shot showing the vehicle proceeding through the intersection while the light is red.

Each photo is stamped with the location, date, time, posted speed limit, vehicle speed and time into the red cycle. Additionally, there is a 12 second video clip of each violation.
The camera system is connected to the traffic signal controller and ONLY becomes active AFTER a delay period from the start of the red signal phase.

When the sensor detects a violation, the main camera is triggered and photographs the vehicle prior to crossing the RED violation line while the traffic signal is already red. Next taken are the plate photograph and the photograph of the vehicle continuing past the RED violation line into the intersection while the traffic signal is red.

The final driver photograph is taken from across the intersection and is triggered by the main camera.

The system uses encryption to safeguard the image evidence against alteration. At the scene, the system gives each image and its data a unique signature to confirm its authentic status. Public key cryptography and additional encryption processes secure the transmission process.

Additional Note: Arizona law defines "Intersection" as the area embraced within the prolongation or connection of the lateral curb lines…

* At Photo Enforced intersections within The City of Peoria, the prolongation of the lateral curb lines are clearly marked with a red thermal tape on the asphalt. This identifies the violation point.
