GENERAL PURPOSE
Under general supervision,
investigates, evaluates, monitors, inspects, tests, and
resolves customer complaints relating to excessive water
consumption complaints and utility billing concerns;
reports conditions or activities regarding water meters,
water wastage, meter defects, and meter malfunctions, and
takes appropriate actions to resolve the issues; and
performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
An incumbent in this class functions in
the City’s Utilities Department and provides services to
City water customers in a variety of areas and settings
related to effective water distribution and conservation.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended

Investigates and evaluates customer
complaints related to water usage, no water and water
leaks. Assists the customers in locating water leaks.
Answers questions and provides information to customers
and the general public regarding water usage, water
conservation, utility billing and recommends adjustments.
Receives and processes requests for field investigations
and meter functions; turns water on and off in accordance
with service work orders and records necessary
information. Makes field collections on delinquent
accounts for water services, sewer services and sanitation
service, and determines if water services should be
discontinued or extended. Checks and inspects water meters
for proper operation to determine if they are working
properly; tests water meters to determine reasons for
excessive consumption; makes repairs or replaces meters as
needed. Reads blue prints and interprets plans.
OTHER DUTIES
Determines materials needed to complete
work assignments; orders tools, parts and equipment and
maintains inventory records. Maintains daily work records
and prepares oral and written statistical reports of work
performed, material used and time worked. Operates a
truck; performs minor maintenance on the truck and related
equipment; reports mechanical or other problems; keeps
truck stocked with supplies.
DESIRED MINIMUM QUALIFICATIONS
Knowledge of:
City billing procedures and water
utility services policies; methods, materials and
techniques utilized in determining and repairing faulty
water meters and services lines; water services and
distribution system; basic operation, maintenance,
services and repair of water equipment; application of
safe working practices pertaining to water and
wastewater facilities and equipment; common causes and
remedies for water and wastewater usage problems;
location of City streets; basic mathematics and record
keeping principles.
Ability to:
Work cooperatively with the public
and other city employees, often under stressful
conditions; work in a variety of weather conditions with
exposure to the elements; understand and follow oral and
written instructions in the English language; work
safely without presenting a threat to self or others;
communicate clearly and concisely, both orally and in
writing with customers, the public, or co-workers in a
face-to-face and one-on-one setting; determine
compliance with prescribed operating or safety
standards; bend or stop repeatedly or continuously over
time to check meters, service lines, etc; learn
job-related material through oral instruction and on the
job training; operate a City vehicle; make independent
on site decisions; use a personal computer.
Training and Experience:
A typical way of obtaining the
knowledge, skills and abilities outlined above is
completion of high school, or a GED and three years
experience in water and wastewater maintenance and
repair supplemented by experience in water meter reading
and maintenance or field auditing of utility billing
accounts, or an equivalent combination of training and
experience.
Licenses; Certificates; Special
Requirements:
An Arizona driver’s license.
Possession of, or ability to obtain,
an Arizona Water Certificate of at least a Water
Distribution grade one.

Exerting in excess of 100 pounds of
force occasionally, and/or in excess of 50 pounds of
