 UTILITY SERVICE EXAMINER

GENERAL PURPOSE
Receive after-hours and/or weekend calls from the public and other City departments concerning line breaks, sewage back-ups, and other utility problems. Evaluate the calls, investigate the problem, and dispatch work crews as needed. Operate and check wells, lift stations, reservoirs, booster stations and zone split valves to meet city water and wastewater needs. This job classification requires working evening and/or weekend shifts and may be subject to “on-call status”. This job classification will serve as a back up for various day shift duties in other Utility Divisions.

SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from Department Manager or Supervisor. Functional or technical supervision may be provided by technical, professional, and plant operations staff. Exercises no supervision.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
• Monitor well and reservoir water usage, as required.
• Monitor hydrant meter water usage to include setting and reading of hydrant meters, as required.
• Investigate and resolve customer water quality concerns.
• Perform water quality sampling for customer complaints, as required.
• Perform water quality sampling on distribution system, as required.
• Check treatment plants, wells, boosters and reservoir sites after hours.
• Operate wells, boosters, reservoirs and other utility equipment as directed.
• Receive customer complaint calls for Utilities, evaluate, and if necessary, call out standby crew.
• Read and record production and pressure readings from well, pumps, and sewage lift stations.
• Maintain information logs of calls handles and crews dispatched.

REQUIRED QUALIFICATIONS
Equivalent to the completion of the twelfth grade with additional courses in water and wastewater. One year of water and wastewater maintenance and repair work and one year of some type of customer service experience is desirable. Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.

REQUIRED LICENSE AND CERTIFICATION
Possession of, or ability to obtain, an appropriate, valid Arizona commercial driver’s license (CDL) within 6 months of hire. Possession of, or ability to obtain, appropriate, valid Arizona Water and Wastewater Certificates of at least a Water Distribution grade 1 and 2 and Wastewater Collection grade 1 and 2 within probationary period.

DESIRED QUALIFICATIONS
Knowledge of basic operation of water and wastewater system, equipment, and tools. Application of safe working practices pertaining to water and wastewater facilities and equipment. Location of the City streets. City codes pertaining to water and wastewater. Common causes and remedies for water and wastewater problems. Operations of radio equipment, mobile phones, and computers. Ability to safely operate a variety of water and wastewater equipment and tools. Safely operate a variety of hand tools. Accurately operate a variety of water and wastewater measuring and testing devices. Read maps, blue prints, piping diagrams, and schematics. Perform mathematical calculations. Evaluate information gathered from the customer and in the field , prioritize situations, decide and implement appropriate solutions. Communicate clearly and concisely, both orally and in writing and by computer. Establish and maintain effective working relationships with those contacted in the course of work.

Physical Demands
While performing the duties of this class, employees regularly are required to sit; talk or hear, in person and by telephone, use hands repetitively to handle, feel or operate equipment; and reach with hands and arms. Employees are required to walk, stoop, climb, stand, bend, twist, kneel and exert in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Specific vision abilities required by this job include close vision, use of both eyes, ability to adjust focus and to distinguish basic colors and/or shades.

Mental Demands
While performing the duties of the this class, employees regularly are required to use oral communication skills; read and interpret data, information and documents; analyze and solve problems; interact with the general public, contractors, engineers, public agencies, employees , and others who may be encountered during the course of work.

The employee spends substantial time in the field and is subject to outside environmental conditions: No effective protection from weather. Position may be subject to extreme heat or cold for periods of more than one hour. Position is subject to hazards: Proximity to moving mechanical parts, electrical current, exposure to chemicals, etc. Position is subject to atmospheric conditions: Fumes, odors, dusts, mists, gases, or poor ventilation. Position is required to wear respirator to complete a portion of its position accountabilities. Position may be subject to confined space entry.
