                                   Senior Building Inspector

GENERAL PURPOSE
Under general supervision, performs advanced journey-level inspection work in the enforcement of building, zoning, fire, mechanical, plumbing, electrical, housing, disabled access, energy and related codes and regulations governing the construction, alteration, repair and use of buildings and structures; and performs related duties as assigned. This position requires a field of specialization with a working knowledge of all other inspection areas.

DISTINGUISHING CHARACTERISTICS
Senior Building Inspector is the advanced journey-level class in the Building Inspector series. Incumbents are considered combination inspectors with an area of specialization, skilled in making inspections and enforcing codes and regulations in the broad range of building and related codes. The work requires considerable independence and discretion both in field inspections and in plan examinations, although specialized personnel are available for advice and assistance. Incumbents are distinguished from Building Inspectors in that they perform inspections primarily for commercial and industrial structures.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

• Conducts periodic inspections of commercial construction work requiring permits to enforce building, zoning, fire, mechanical, plumbing, electrical, housing, disabled access and related codes and regulations

• Advises property owners, contractors, architects, engineers and others on matters relevant to construction methods, materials, types of construction and occupancies

• Investigates and resolves complaints and problems

• Interprets codes and regulations and explains inspection programs

• Advises owners on matters relating to building permits

• Reviews plans and specifications for commercial buildings and related construction involving installation, repair, replacement and alteration for compliance with applicable codes and regulations; issues building, plumbing and electrical permits, as well as certificates of occupancy; inspects sites and buildings before construction or alteration to determine practicability of plans, compliance with regulations and validity of permits; inspects building sites during construction, alteration or repair for compliance with the minimum standards of building and related codes and regulations

• Makes inspections on City construction projects

• Investigates complaints concerning new construction or work involving permits


• Interprets codes and regulations, explains required inspections and construction requirements to owners, architects, engineers, contractors, lending institutions, realtors and the public

• Issues “stop work” and correction notices, writes notice of violation or substandard conditions letters to property owners or contractors, and pursues violations through prosecution channels in situations of non-compliance.

• Deals courteously and communicate effectively with a variety of individuals in the course of the work, including the resolution of job-related problems with property owners and contractors, architects, engineers and utility companies

• Maintains accurate field and other records and files of inspections made and prepares clear and concise reports and documentation

• Makes sound judgments within established guidelines

REQUIRED QUALIFICATIONS
• High School Diploma or equivalent
• Successful completion of acceptable courses in area of specific job specialty posting and four years of journey-level building inspection experience.
• OR and equivalent combination of training and experience in job specialty posting field.
• ICC or equivalent Commercial certification in at least one area at time of application
• One additional Commercial certification in specialty of job posting in the first year of employment
• Two additional Commercial certifications by end of second year for a total of four (4).
• Valid Arizona driver’s license
DESIRED QUALIFICATIONS
Extensive knowledge of the principles and methods used in various building construction craft areas, including plumbing, electrical, heating and ventilation, building construction and remodeling, zoning and others; laws, ordinances and codes regulating building construction and zoning; appropriate safety and fire prevention methods of construction.

Physical Demands
While performing the duties of this class, employees are regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee frequently is required to stand and talk or hear. The employee is frequently required to walk; sit; climb or balance; stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 50 pounds and occasionally up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.


Mental Demands
While performing the duties of this class, employees are regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve problems; use math and mathematical reasoning; observe and interpret situations; learn and apply new information or new skills; work under deadlines with constant interruptions; interact with City staff and other organizations; and occasionally deal with dissatisfied or quarrelsome individuals.

WORK ENVIRONMENT

The employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts, is exposed to wet or humid conditions and vibration, and works in high, precarious places. The employee is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is frequently loud.
