Senior Water Quality Inspector

 

JOB OBJECTIVES

Perform skilled tasks to comply with permit requirements and all Federal, State and Local regulations in regards to industrial wastewater discharges, potable and non-potable water and biosolids.  Tasks may include sampling, inspections, customer education and responding to customer concerns and serve as team leader over a group of Water Quality Inspectors.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level of the Water Quality Inspector class series.  Positions in this class are distinguished from other classes within the series by the level of responsibility assumed, the strong attention to detail required, the complexity of duties assigned and the independence of action taken.  Employees in this class perform the most difficult and responsible types of duties assigned, including provide technical orversight and lead responsibilities.

SUPERVISION RECEIVED AND EXERCISED

Receive general supervision from the Environmental Quality Assurance Officer.  Exercise functional and technical supervision over assigned water quality personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. 

§  Assist in the development of standard operating procedures, sampling plans and Quality Assurance Plans for water and wastewater programs to ensure all compliance samples are collected within required timeframes.

§  Conduct research and keep up to date on regulations. 

§  Prepare written reports, training plans and work plans. 

§  Cross train with the Environmental and Industrial User Divisions inspectors.

§  Collect and preserve water quality samples in accordance with Federal, State and Local requirements.  Sample locations include: distribution system sampling locations, well sites, water treatment plants, residential/commercial customers, sewer manholes, water reclamation plants and industries.

§  Conduct inspections of the processing and content of commercial and industrial wastes to prevent discharges into sanitary sewers. 

  • Coordinate delivery of samples and containers to/from laboratories and appropriate field sites in accordance with Chain-of-Custody requirements. 
  • Log samples into City LIMS.
  • Perform reviews of Chain of Custodies for accuracy and completeness, LIMS entry and contract lab sample request acknowledgement forms to promote and verify strong attention to detail and accuracy.
  • Continually update files tracking sampling plans, sample results and associated Chain of Custody tracking information, correspondence, event log sheets, computer spreadsheets and databases, enforcement actions and related documents.

§  Operate and calibrate water and wastewater samplers and flow recorders to collect water and wastewater samples from industrial discharge; compare laboratory analysis results with the Federal, State and Local standards. 

§  Monitor the air space in the sewer for the presence of explosive gases and toxic constituents using chemical testing devices and electronic detection equipment.

§  Inspect waste processing equipment and procedures employed by the industrial and commercial firms. 

§  Explain, interpret, and enforce City ordinances, guidelines, codes, Federal and State laws and regulations, and other guidelines related to water quality. 

§  Require industries to alter production techniques, wastewater treatment techniques, or add new treatment facilities to keep their discharge within standards. 

§  Issue industrial waste discharge permits, including interim permits, compliance schedules, and agreements for non-compliance. 

§  Develop waste control guidelines and procedures. 

§  Perform audit inspections of required federal pretreatment industrial users. 

§  Issue citations for violations of waste permits. 

§  Perform field inspections of interceptors for compliance to City code and deliver violation notices as necessary. 

§  Investigate wastewater odor or drinking water quality complaints and recommend action. 

§  Conduct engineering flow studies of City wastewater mains as necessary. 

§  Compile and prepare data for reports using statistical analysis. 

§  Prepare written reports of field inspections, flow studies, sampling events, or other activities as assigned.

§  Prepare wastewater and drinking water quality data to State and Federal regulatory agencies as directed.

§  Review construction plans and drawings for compliance with pretreatment requirements and Water Quality Standards as necessary.

§  Demonstrate continuous effort to improve operations, decrease turn around times, streamline work processes and work cooperatively and jointly to provide quality seamless customer service.

§  Perform related duties, as assigned.

REQUIRED QUALIFICATIONS:

High School Diploma or Equivalent. and a minimum of three years of experience which includes a minimum of one year each in two different functional areas of water, wastewater or pretreatment sampling, monitoring or inspecting, and some public contact work.  Other combinations of experience and training that meet the minimum requirements may be substituted. One year of supervisory experience is required. Proficiency with personal computers is required.

REQUIRED CERTIFICATIONS.


Grade II Wastewater Collection and Grade II Water Distribution is the required minimum ADEQ certification. Pre-Treatment academy training and/or ADHS Surface Water/Groundwater Sampling and Analysis 3-Day Workshop is required within 12 months of appointment. 

DESIRED QUALIFICATIONS

Knowledge of City ordinances, guidelines, Uniform Plumbing Code, and Federal, State and Local laws and regulations pertaining to drinking water and wastewater.  Chemical composition of waste and the effect of the chemicals on wastewater and treatment facilities.  Techniques for estimating job requirements, including time, manpower, materials, and equipment.  Hazards associated with the work and the proper safety precautions.  Maintain strict adherence to industry standard Chain of Custody and sample preservation practices. Maintain compliance and routine laboratory data using a computer and Microsoft® Access database, Excel spreadsheet, City Laboratory Information Management System (LIMS) or other software program the city may utilize.  Conduct appropriate testing of water and wastewater content; inspect waste processing equipment and procedures.  Direct the work of  Water Quality Inspectors.  Use and operate autosamplers, flow meters, hand tools, mechanical equipment, power tools and equipment in a safe and efficient manner.  Read and interpret basic maps and blueprints.  Work safely and adhere to principles of safety when working near traffic or in other hazardous environments.  Keep detailed records and prepare reports.

Work Environment:

Position is subject to outside environmental conditions: No effective protection from weather.  Position may be subject to extreme heat or cold for periods of more than one hour.  Position is subject to hazards: Proximity to moving mechanical parts, electrical current, exposure to chemicals and uneven surfaces.  Position is subject to atmospheric conditions such as fumes, odors, dust, mists, gases, or poor ventilation.
