Fire Prevention Inspector Supervisor
GENERAL PURPOSE
Under general direction, plans, lay outs, supervises and
participates in a comprehensive municipal fire safety
inspection and code enforcement program of inspecting new or
existing structures to ensure compliance with federal, state
and local fire, building, and zoning codes and ordinances;
and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
This class is responsible for planning, coordinating,
reviewing and supervising the day-to-day activities of
technical staff in the Fire Prevention section. With
administrative direction and guidance from the Fire Marshal,
the incumbent carries out responsibilities and assignments
that are broad in scope and require considerable independent
judgment on issues, which are complex, interpretive and
evaluative in nature. The work of this class involves
significant accountability and decision-making
responsibilities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations

• Plans, organizes, controls, integrates and evaluates the
work of assigned staff; with staff, develops, implements and
monitors work plans to achieve goals and objectives
• Contributes to the development of and monitors performance
against the section’s annual budget; supervises and
participates in the development, implementation and
evaluation of plans, work processes, systems and procedures
to achieve annual goals, objectives and work standards.
• Plans and evaluates the performance of assigned staff;
establishes performance requirements and personal
development targets
• Regularly monitors performance and provides coaching for
performance improvement and development
• Recommends compensation and provides other rewards to
recognize performance; subject to management concurrence,
takes disciplinary action to address performance
deficiencies, in accordance with City personnel rules,
policies and labor contract provision.
• Plans, coordinates, supervises and reviews the work of
Fire Inspectors and related support staff engaged in the
enforcement of federal, state and local building, housing
and zoning codes and ordinances; personally performs the
more difficult and complex field inspections.
• Analyzes and develops building inspection programs and
projects, and determines priorities and scheduling;
estimates personnel, resources, and time required for
program and project completion.
• Prepares complete, accurate and concise written technical
reports and correspondence. Monitors and keeps informed of
current trends in the fire inspection and code enforcement
field, evaluates their impact on departmental operations and
recommends policy and procedural improvements.
• Confers with personnel from other departments and agencies
in carrying out responsibilities; meets with professionals,
citizens and organizations to encourage action or resolve
problems related to department work activities and programs.
• Interprets the department’s functions, policies and plans
to boards, commissions, community groups, contractors,
homeowners and the public.
• Advises others on departmental issues; assembles necessary
resources to solve a broad range of programmatic and service
delivery problems.
• Assists in the preparation of new City ordinances and
codes and the revision of existing ordinances and codes.
• Ensures the proper administration and enforcement of the
City’s building, zoning, housing, and related safety codes.
• In the absence of the Fire Marshal this person would
assume those duties.
• Responsible for carrying out the City’s safety program;
ensures subordinates follow safety practices in work methods
and procedures; enforces proper safety procedures while
working in hazardous situations
• Educates employees on rules, regulations, codes, safe work
habits and potential hazards presented by their work.
• Conduct fire safety inspections of existing facilities and
buildings for conformance with existing codes.
• Conduct acceptance test of alarms, sprinklers,
extinguishers, and other fire protection systems and
equipment.
• Prepare inspection reports and enter information into a
computerized data base.
• Research code violations and provide direction and/or
technical assistance for correction of identified
violations.
• Investigate citizen complaints involving fire safety of
hazardous conditions.
• Review plans for fire/safety construction and fire
suppression systems for compliance with applicable codes and
standards.
• Review and issue fire prevention permit applications in
accordance with standards. Assist with investigating fire
cause and origin when needed, which includes evidence
collection and preservation, detailed report writing, and
possible court testimony.
• Perform related duties as assigned.
REQUIRED QUALIFICATIONS
High School Diploma or equivalent and supplemental college
level coursework in fire science, education, or a related
field. Minimum of two years in fire prevention, or in work
involving interpretation and enforcement of various codes or
One year supervisory or lead experience required or an
equivalent combination of training and experience
REQUIRED LICENSE AND CERTIFICATION
Possession of, or ability to obtain, an appropriate, valid
Arizona driver’s license. Possession of, or ability to
obtain, an ICC Certification within one year from date of
employment. Possession of, or ability to obtain, Arizona
Arson Investigator Level one and two, or equivalent, within
one year and Level three and four, or equivalent, within two
years.
DESIRE QUALIFICATIONS
An Associates Degree in Fire Science or related field. Two
or more years of supervisory experience.

Physical Demands
Exerting up to 20 pounds of force occasionally and the use
of arm and/or leg controls requires exertion of forces
greater than that for Sedentary Work.
Mental Demands
While performing the duties of this class, employees are
regularly required to use written and oral communication
skills; read and interpret data, information and documents;
analyze and solve complex problems; use math and
mathematical reasoning; perform work under changing,
intensive deadlines on multiple concurrent tasks; work with
constant interruptions; and interact with officials and the
public, including occasionally dissatisfied or quarrelsome
individuals.
WORK ENVIRONMENT
The work environment characteristics described here are
representative of those an employee encounters while
performing the essential functions of this class. Reasonable

The employee regularly works in outside weather conditions
and is occasionally exposed to wet or humid conditions,
vibration, airborne particles, toxic or caustic chemicals,
and risk of electrical shock. The noise level is
occasionally loud. Position is subject to normal
environmental conditions and hazardous conditions on the
fire ground. Activities occur both inside and outside.
