Cross Connection Specialist
GENERAL PURPOSE
Under general direction of the Environmental Program
Coordinator, is responsible for the operation of the City's
cross connection control and backflow prevention program.
DISTINGUISHING CHARACTERISTICS
An incumbent in this class performs specialized work to
ensure that the water systems of City commercial water
customers comply with City, state and federal regulations
and that proper backflow prevention assemblies are installed
in commercial facilities so that contamination or pollution
of the City water supply does not occur.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations
of the various types of work that may be performed. The

logical assignment to this class.
• Conducts inspections of backflow assembly installations to
verify serial numbers, physical locations and associated
water meters
• Enters backflow assembly test report data into database
• Reviews engineering plans for compliance to backflow and
industrial user regulations and standards
• Collects water distribution system bacteria samples
• Collects wastewater samples throughout the City and the
water reclamation plant
• Inspects new installations of grease traps for conformance
with City construction requirements
• Sends notice to test letters to water customers and issues
work orders
• Notifies customers of non-compliant conditions or
equipment, corrective action required and time limits for
compliance
• Conducts water use surveys of all commercial water
accounts
• Maintains certified backflow tester database and ensures
customers have City tax IDs
• Sets up new customer records as required
• Develops and present training or public awareness programs
regarding cross connection control and backflow prevention
• Prepares and submits reports as required
• Plan, organize and manage time to schedule, track and
complete activities and projects effectively.
• Explain cross connection and backflow prevention to the
public, and to discuss and explain compliance issues with
customers
• Prepare and issue violation notices, compliance letters
and various reports as required
• Communicate effectively, both orally and in writing
• Use a personal computer to proficiently utilize a variety
of computer software programs.
• Operate a motor vehicle.
REQUIRED QUALIFICATIONS
High School Diploma or a GED and two years of experience in
water production, distribution or treatment. Possession or
ability to obtain within one year of employment, a Cal/Nev
AWWA or ASSET certification as a Cross-Connection Control
Program Specialist. An Arizona Drivers license and ability
to maintain insurability under the City Vehicle Insurance
Program.
DESIRED QUALIFICATIONS
Extensive knowledge of requirements for a Cross Connection
Control Specialist as specified in Arizona Department of
Environmental Quality Regulation R18-4-115; City of Peoria
Code Chapter 5; Arizona State Plumbing Code; Arizona
Department of Environmental Quality Regulation R18-4-115;
water distribution and wastewater collection systems; proper
water/wastewater sampling techniques and sampling equipment.
Proficiency in reading blue prints.

Physical Demands
While performing the duties of this class, employees
regularly are required to sit; talk or hear, in person and
by telephone; use hands repetitively to finger, handle, feel
or operate testing equipment, computers and other standard
office equipment; and reach with hands or arms. Employees
are required to walk, kneel, stoop, climb and stand and
occasionally to lift up to 50 pounds. Specific vision
abilities required by this job include close vision, use of
both eyes, ability to adjust focus and to distinguish basic
colors and/or shades.
Mental Demands
While performing the duties of this class, employees
regularly are required to use oral and written communication
skills; read and interpret data, information and documents;
analyze and solve problems; interact with the general
public, contractors, engineers, vendors, public agencies,
employees, and others who may be encountered in the course
of work.
WORK ENVIRONMENT
The work environment characteristics described here are
representative of those an employee encounters while
performing the essential functions of this class. Reasonable

The employee spends substantial time in the field under such
conditions as confined work space, a dirty environment, high
or low temperatures, poor illumination and involving toxic
materials. Noise levels are consistent with such
environments; when not in the field, the employee works
under typical office conditions where the noise level is
moderately quiet.
