Title:
Treasury Manager
FLSA Status: Exempt
BRIEF DESCRIPTION:
The purpose of this position is to
manage the activities of the division, including debt
management, revenue forecasting, financial analysis, cash
management, and investment programs. This is accomplished
by directing staff assignments and tasks, analyzing reports
and documents, participating in the formulation of policies,
procedures and internal controls, and coordinating special
studies and projects.

Supports the department by
researching, preparing and reviewing reports and
correspondence, presenting reports to committees,
management and elected officials, and representing the
departments at meetings and functions. |

and debt programs by coordinating activities through
advisors and consultants, reviewing and discussing
alternatives, coordinating debt service payments,
developing reports, preparing schedules, evaluating
trends, technologies and procedures, preparing required
documentation and signature authorizations, maintaining
relationships with banking institutions and rating
agencies, updating profiles, working with departments,
management and elected officials, administering
contracts and completing all mandatory reporting’s. |

condition by monitoring and reporting revenues,
participating in long range planning, researching
economic indicators, and providing oversight and
coordinating the preparation of reports. |

assisting with financial issues, programs and
activities, researching issues, formulating policies and
procedures, completing special studies and projects,
identifying financing and funding alternatives, and
providing training on investments, cash management and
financing policies. |

Administers the Community
Facilities District by preparing and submitting budgets,
developing financial plans, coordinating financing,
preparing legal documents, managing capital projects,
and reporting and transmitting collected taxes and
filing debt compliance documents. |

REQUIREMENTS:

Formal Education |
Work requires broad knowledge in a
general professional or technical field. Knowledge is
normally acquired through four years of college
resulting in a Bachelor's degree or equivalent. |
|
Experience |
Over five years up to and including
seven years experience. |
|
Supervision |
Work requires managing and
monitoring work performance of a division including
evaluating program/work objectives and effectiveness,
establishing broad organizational goals and realigning
work and staffing assignments for the department. |
|
Human Collaboration Skills |
Recommendations regarding policy
development and implementation are made and/or
recommended. Evaluates customer satisfaction, develops
cooperative associations, and utilizes resources to
continuously improve customer satisfaction. |
|
Freedom to Act |
The employee normally performs the
duty assignment according to his or her own judgment,
requesting supervisory assistance only when necessary.
Special projects are managed with little oversight and
assignments may be reviewed upon completion. Performance
reviewed periodically. |
|
Technical Skills |
Skilled: Work requires a
comprehensive, practical knowledge of a technical field
with use of analytical judgment and decision-making
abilities appropriate to the work environment of the
organization. |

Budget Responsibility |
Position has major fiscal
responsibility. Assures that appropriate linkages exist
between budget, funding limitations and service levels,
to meet specific departmental and organizational goals.
Monitors progress toward fiscal objectives and adjusts
plans as necessary to reach them. |

Reading |
Advanced - Ability to read
literature, books, reviews, scientific or technical
journals, abstracts, financial reports, and/or legal
documents. Ordinarily, such education is obtained in at
