Title: Construction Projects Coordinator - Public Works

 FLSA Status: Exempt

BRIEF DESCRIPTION:

The purpose of this position is to manage city public works construction projects.  This is accomplished by managing task completion, developing policies, procedures and standards; working with departments, construction professionals, and the public and outside agencies; interpreting rules and regulations; monitoring budgets and expenditures; managing design phase services; approving expenditures; managing changes to contracts; and preparing recommendations.  Other duties include completing analyses, estimating budgets, and completing related technical assignments.

Manages delivery of construction phase services by observing work in progress through site visits, monitoring for quality workmanship and performance to the contract, utilizing technical competence to observe construction, documenting deficiencies, reviewing and evaluating schedules, providing recommendations upon review, preparing written response to RFI’s or other correspondence, reviewing and approving change orders, negotiating cost adds and credits, initiating communication with contractors to resolve conflicts, reviewing and approving product submittals, and attending project meetings.

Develops and monitors capital and small projects by meeting with occupants, writing scopes of work and bid specifications, preparing budgets, defining funding requirements and sources, recommending policies and procedures, participating in the proposal process, preparing and monitoring project schedules, reviewing and approving expenditures and change orders, making site visits, and preparing and presenting information to staff, management and elected officials.

Manages design phase services by providing direction, reviewing and interpreting drawings and specifications, reviewing technical documents, making recommendations, and reviewing and evaluating schedules.

Provides capital improvement project support to departments by coordinating assistance, providing direction and recommendations, and coordinating delivery of facilities services.

Supervises project close out by creating and reviewing progress on punch lists, reviewing contractor progress, reviewing drawings and specifications, coordinating delivery of as-built mark ups, delivering all record documents, following up on certificates of occupancy, verify all materials deliveries, and coordinating delivery of training programs to staff.

Maintains records and develops standards by consolidating project files, delivering documents to departments for archiving, and participating in the development and maintenance of standards which could include those for furniture, systems and future projects.

Completes administrative tasks by coordinating efforts with departments, agencies and the public, coordinating with technology services and systems, representing the city to vendors, engineers and architects, responding to inquiries, and attending and participating on committees.

JOB REQUIREMENTS:

-Description of Minimum Job Requirements-

Formal Education

Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school.  Appropriate certification may be awarded upon satisfactory completion of advanced study or training.

Experience

Over five years up to and including seven years experience.

Supervision

Work requires the occasional direction of helpers, assistants, seasonal employees, interns, volunteers or temporary employees.

Human Collaboration Skills

Decisions regarding implementation of policies may be made. Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations.  Contacts may involve stressful, negative interactions with the public requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.

Freedom to Act

The employee normally performs the job by following established standard operating procedures and/or policies.  There is a choice of the appropriate procedure or policy to apply to duties.  Performance reviewed periodically.

Budget Responsibility

Position has major fiscal responsibility.  Makes significant contribution to major financial decisions within the department.  Responsible for major financial decisions within the department.  Decisions may influence budget requests and departmental goals and objectives.  Monitors budget plan, and adjusts work activity as necessary.

Reading

Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Math

Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Writing

Advanced - Ability to write editorials, journals, speeches, manuals, or critiques.  Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
