Title: Civil Engineer

 FLSA Status: Exempt

BRIEF DESCRIPTION:

The purpose of this position is 1) design, review, and manage infrastructure and public improvement projects, provide engineering solutions for problems, prepare and execute capital improvement plans and projects, and to analyze and interpret construction and planning documents, prepare requests for proposals/qualification, or 2) review and coordinate a variety of engineering projects, analyze and interpret construction and planning documents, review technical reports and plats, and provide information and assistance to the public, management and staff. This is accomplished by 1) identifying needs, developing and reviewing plans and specifications, designing solutions, coordinating with departments, reviewing proposals and plan documents, coordinating inspections, and responding to inquiries, or 2) completing plan reviews, providing technical support, coordinating work with staff, and providing assistance to the public. Other duties may include preparing maps, managing agreements with other agencies, updating guides, legal descriptions, reviewing engineering calculations, assisting with revisions and updates, and coordinating activities with other departments and agencies.

Prepares and administers the annual budget by preparing project estimates and forecasting expenditures, presenting proposals and capital projects for approval, authorizing payments and monitoring expenditures for recommended adjustments.

Monitors code compliance by reviewing drawings and designs for compliance, meeting and coordinating with other agencies, staff, consultants, and other project stakeholders to determine project scope of work and requirements, assisting with development of ordinances, standards and codes, and researching new methods. Monitors process of contracting services, schedules, and meetings.

JOB REQUIREMENTS:

Formal Education

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor’s degree or equivalent.

Experience

Over three years up to and including five years experience.

Supervision

Work requires the occasional direction of helpers, assistants, seasonal employees, interns, volunteers or temporary employees.

Human Collaboration Skills

Decisions regarding implementation of policies may be made. Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations.  Contacts may involve stressful, negative interactions with the public requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.

Freedom to Act

The employee normally performs the job by following established standard operating procedures and/or policies.  There is a choice of the appropriate procedure or policy to apply to duties.  Performance reviewed periodically.
