NTMP CRITERIA AND FUNDING SCHEDULE ELIGIBILITY The following table shows the minimum criteria for traffic volumes and average speeds that must be exceeded in order to be eligible for traffic calming measures through the NTMP. A neighborhood must try two or more traffic calming measures unless the average speed on a street is at least 5 MPH or greater than the posted speed limit. If the neighborhood meets the above criteria, any street within that neighborhood may be eligible for speed humps if: * The average speed measured is at least 20 MPH (25 MPH for collectors), and * The street that qualified the neighborhood for the NTMP receives traffic calming. If the average speed measured is less than 20 MPH (25 MPH for collectors), a street may be eligible for other types of traffic calming measures except speed humps, provided the street that enabled the neighborhood area to qualify receives traffic calming. FUNDING If the average speed of vehicles is 5.00 MPH or greater than the posted speed limit, the City will pay 100% of the cost for speed humps on that street provided a minimum of 70% of property owners sign the petition. For all other roadways in the neighborhood and all other traffic calming measures: * If 70 to 80% of property owners approve the petition, the City pays 80% and the property owners pay 20%. * If 80 to 90% of property owners approve the petition, the City pays 90% and the property owners pay 10%. * If 90 to 100% of property owners approve the petition, the City pays 100%. The City will still pay for 100% of all temporary traffic calming measures for a 90-day test period. Rev. 10/03
