MINUTES OF THE PEORIA CITY COUNCIL CITY OF PEORIA, ARIZONA PINE ROOM, CITY HALL June 17, 2008 A Study Session Meeting of the City Council of the City of Peoria, Arizona was convened at 8401 West Monroe Street in open and public session at 5:04 p.m. Members Present: Vice Mayor Cathy Carlat; Councilmembers Ron Aames, Joan Evans, Vicki Hunt, Carlo Leone and Dave Pearson. Members Absent: Mayor Bob Barrett Other Municipal Officials Present: Terrence Ellis, City Manager; Carl Swenson, Deputy City Manager; Susan Thorpe, Deputy City Manager; John Wenderski, Deputy City Manager; Steve Kemp, City Attorney; Mary Jo Kief, City Clerk; Stephen Bontrager, Brent Mattingly, Bill Mattingly, Grady Miller, Dave Moody, Larry Ratcliff, Glen Van Nimwegen, James Mason and Rhonda Simmons. Audience: Approximately 4 members of the public were present. Subject for Discussion only: 1. Channel 11 Programming Kelly Corsette, Public Information Manager, and Stew Radawec, Video Production Coordinator presented to the Council on what Channel 11 is currently doing, the new studio, The Peoria Pulse, which is a 30-minute monthly news program that will be created within the next two months, other future program ideas and an update on live streaming of City Council Meetings. Some of the current programming includes: * Live and Rebroadcast o City Council Meetings and Study Sessions o Planning & Zoning Commission Meetings * Original Productions o Sworn to Safety o Building Peoria o Budget Video o Other topic specific programs * General Programming (Produced by other agencies and organizations) o Maricopa County o State of Arizona The Channel 11 Studio Project totaled $1.9 million, which includes the master and studio control rooms and the following key equipment purchases: * Three high-definition studio cameras * High-definition broadcast switcher * High-definition graphics generator * News and discussion program set * Two edit suites * Master control recording and playback facility Mr. Radawec informed the Council that the studio and control have been completed. Mr. Radawec reported that the studio equipment purchased is all high definition equipment. The equipment includes: * Three high definition studio cameras * High definition broadcast switcher * High definition graphics generator * News and discussion program set * 2 edit suites * Master control recording & playback facility Mr. Corsette stated Channel 11 will begin a 30-minute monthly news magazine program which will be hosted by a professional news anchor and will include video segments on project updates, program information, services spotlights, studio interviews and public service announcements. Future Programming Ideas include: * Issue-based discussion programs * Peoria sports/recreation show * Police community relations show * Library story time Mr. Corsette provided an update on the project to web stream Council meetings on the Peoria Website. Staff reported that the live programming for Council meetings is available to Cox and Qwest customers within the City of Peoria. Mr. Corsette reminded that the web streaming of Council meetings will be available to everyone. 2. North Municipal Services Center Siting Study Presenting information on the North Municipal Services Center Siting Study included: Bill Mattingly, Public Works Director; Joseph Spada, HDR Engineering and Architecture; and Walt Begley, Facilities Manager. Mr. Spada explained that the goal of this study is to identify a program and location for a North Municipal Campus to serve growth of the City to the north and west over the next 20 Years. Mr. Spada outlined the process used to determine preferred locations for the North Municipal Services Center, which included stakeholder vision sessions, data gathering, department interviews, service projections, program identification and validation with the planning potentials. The following were included in the interview: Community Services, Emergency Operations Center, Engineering, Finance, Fire, Information Technology, Municipal Court, Prosecutor’s Office, Neighborhood Services, Public Works, Utilities and Police. Mr. Spada informed the Council of the four different preferred areas and the criteria that was used to determine those preferred locations. The Council discussed the preferred areas and the possible layouts for each preferred site. Mr. Spada outlined the next steps in the process which currently go beyond the scope of the contract. The next steps include: * City Staff to initiate dialogue with present land owners * Reconcile associated Capital Improvement Program (CIP) critical path elements * Determine if some CIP build-outs could shift the ranking * Integrate concepts with future planning in these areas Mr. Mattingly summarized by stating that all four preferred sites are viable options for consideration. Mr. Mattingly explained that the Engineering Department will be conducting a study over the next year to look at the various infrastructures necessary. A Land Use study will also be conducted by the Community Development Department. The Council requested further information regarding the impact that the preferred locations would have on existing or proposed communities and open space. The Council would like to see the final report from HDR Engineering and Architecture.
