MINUTES OF THE PEORIA CITY COUNCIL CITY OF PEORIA, ARIZONA RIO VISTA COMMUNITY CENTER LAKEVIEW ROOM 8866-A WEST THUNDERBIRD ROAD FEBRUARY 8, 2008 A City Council Workshop of the City Council of the City of Peoria, Arizona was convened at 8866-A West Thunderbird Road, Peoria, Arizona in open and public session at 4:00 p.m. Members Present: Mayor Bob Barrett; Vice Mayor Vicki Hunt; Councilmembers Ron Aames, Cathy Carlat, Joan Evans, Carlo Leone and Dave Pearson. Members Absent: None Municipal Officials Present: Terrence Ellis, City Manager; Carl Swenson, Deputy City Manager; Steve Kemp, City Attorney; Grady Miller, Director of Communications and Public Affairs and James Mason, Assistant to the City Manager. Facilitator: Lance Decker Audience: Two members of the public were present. CONVENE: 1. Welcome and Opening Comments The Council talked briefly about what they hoped to accomplish at the workshop and about the agenda. The shooting incident that just took place in Kirkwood, Missouri was discussed. 2. Council Goals and Priorities for 2008 Each councilmember talked about their goals and objectives for the year ahead. 3. Code of Teamwork and Cooperation Facilitator Lance Decker led the council through a detailed point-by-point review of the Code of Teamwork and Cooperation. Discussion took place regarding what the various agreements mean, and how well the Council is adhering to its provisions. Each member of the Council stated his/her renewed commitment to the Code of Teamwork and Cooperation. The Council expressed its desire to reaffirm its commitment to the Code officially, by re-adopting it at a future City Council Meeting. 4. Process for Election of Vice Mayor and Mayor Pro Tem The Council talked about the current process for selecting the Vice Mayor and Mayor Pro Tem, and the pros and cons of alternative ways of doing this. The Council concluded that it wants to conduct a future study session on this topic (tentatively set for March 4). 5. Status of Council Assistant to the Mayor Recruitment Grady Miller gave a short report on the status and schedule for this pending recruitment process. 6. Conference Meeting Attendance – Council Staff The Council discussed the pros and cons of regional and out-of-state meeting and conference attendance by council assistants. The resulting consensus was that council staff could attend regional meetings where required to perform their duties (also to include overnight stays if needed). Out-of-state travel for meetings is to be at the discretion of Councilmembers (following consultation and agreement with the respective Councilmember who shares support from a staff member) and depending on availability of funding. This matter is to be revisited during the budget process. 7. Council Office Staffing Survey James Mason handed out and reviewed the Council Office Staffing Survey recently completed by the staff (copy attached).
