STUDY SESSION AGENDA Clerk’s Note: Study session agenda item Pioneer Days Parade Event was not heard. 1. Police Department Program Review Terry Ellis, City Manager, explained the City has conducted Program Reviews for the past 10 years. Each year a department is selected and an outside consultant is hired to analyze and provide recommendations for improvements, analyze technology needs, and suggest strategies for future growth. Susan Thorpe, Deputy City Manager, provided an introduction of the Police Department Program Review stating that it was authorized by Council on January 2, 2007. Carroll Buracker and Associates was chosen to conduct the Program Review and began six months ago. Carroll Buracker provided background on his firm and introduced Dr. Terry Eisenberg, a member of his firm. Mr. Buracker discussed the Police Department Program Review and highlighted the Master Plan study. Mr. Buracker reported on Index Crimes (serious crimes), which remained fairly consistent the past five years and has decreased from 2005 to 2006. Clearance rates have steadily declined over the past five years indicating efficiency. The crime rate has decreased since 2002 and is one of the lowest among Arizona cities. Mr. Buracker described calls for service by categories noting that Friday nights have the highest calls and 99% of alarms are false. The average response times for priority one calls (life threatening) are 4.5-5.5 minutes. Mr. Buracker reviewed Patrol Operations and explained that the City maintains a 17 Beat System. He suggested moving some midnight shifts to day based on workload. He noted that the number of calls received at 4:00 a.m. were low. Councilmember Evans asked how to balance the need for less coverage in lower dense communities. Mr. Buracker responded that it was not always easy to match personnel in certain locations and recommended that the City not take police coverage away from those areas as a police presence should be maintained throughout the City. He also recommended: certain administrative staff positions be civilianized, eight hour shifts for Patrol Lieutenants, and the re-arrangement of shifts based on workload and safety. Mr. Buracker discussed Traffic Services stating it is well managed, efficient, and has a high morale. Discussion ensued about the Criminal Investigations Bureau (CIB). CIB has four units: Persons, Property, Family, and Street Crimes. Detectives are not scheduled to work after 5:00 p.m. and work four-ten hour days schedules. CIB does not receive a substantial number of felony cases from patrol, an issue that needs correcting. In response to questions from Council, Mr. Buracker clarified he was speaking in regards to clearance rates. He suggested eight hour shifts, relocating the Street Crimes Unit (SCU) to an offsite facility unknown to the public for security purposes and to consider regional participation in task forces. Mr. Buracker commented on Communications’ impressive state-of- the-art facility and 911 system. He recommended funding four additional dispatchers. Mr. Buracker reported on Community Policing. Peoria currently has three specialty units: Commercial Enforcement Unit, Neighborhood Action Team, and Community Services Section. There are four major components of Community Policing: Police, City Departments, Private Sector, and Community. Mr. Buracker discussed School Resource Officers and explained that their presence promotes safety. Recommendations included: a new program, eight hour shifts, attending evening athletic events, traffic management, funding for four School Resource Officers, and seeking partial funding from the Peoria School District. Dr. Eisenberg reported the Human Resources Management (HR) was good but there are opportunities for improvement. Attrition is high and no data was available to explain why. Minorities and females are under-represented and improvement is needed. Training is insufficient and benchmarks are needed for promotions. He recommended promoting Lieutenants within the Department. Dr. Eisenberg noted that there were few formal grievances and Internal Affairs (IA) applies discipline and accountability when appropriate. Recommendations included: reduce attrition among hired recruit applicants and recruit lateral applicants emphasizing on racial/ethnic minorities. Discussion ensued on Career Development and Training. Dr. Eisenberg recommended participation with Glendale’s Training Facility and to continue with lateral entry initiatives. Currently officers are restrained from earning additional pay without supervisory promotions. He recommended a three level non-supervisory career track based on performance which will be a recruitment incentive and reduce attrition. Mr. Buracker commented on facilities and the growth of Peoria. He recommended adding a north facility and 15 additional positions through FY2010. The total employees recommended over the next three years are 299 and the fiscal impact from FY2007-FY2010 would be $1,320,460. Council was pleased with the report and commented positively. Councilmember Carlat stated Career Development recommendations are worth immediate implementation as it affects attrition. She commented on the complexity of service standard models and crime index models. Mr. Buracker responded that his firm would offer support at no cost to the City and would provide a formula for existing workload and staffing. In response to Councilmember Pearson, Larry Ratcliff, Chief of Police, commented that the Department has begun the process. Six focus meetings were held with 100 officers, a retreat is planned for the command staff, and another retreat is planned for supervisors. They are taking recommendations from staff and citizens and they have a good conceptual idea of what they want using the Master Plan as their guide. Mr. Ellis commented that they will report back to Council periodically. The first act of the plan should be visible in the next budget review cycle beginning in November. Staff will develop a work plan and some areas will be implemented immediately. Councilmember Evans thought the separate location for Street Crimes should be considered immediately for the Officers safety. Mr. Ellis responded it is a priority. In response to Councilmember Leone, Mr. Buracker recommended over-funding for vacancies; hiring replacement officers before the current position is vacated; assessing workloads every 6 months; and having 299 employees by 2010 based on workload. Dr. Eisenberg reported there was no data to determine why recruits leave. Exit reports are not routinely collected. Recruits often go to other law enforcement agencies. He recommended providing an incentive program. Mr. Buracker commented that attrition is a nation-wide problem. In response to Councilmember Pearson, Mr. Buracker noted he was not aware of any organization for retention/recruitment. He commented that Peoria is in the top ten of all Police Departments in the Country that he has reviewed. Dr. Eisenberg noted that there are no ground breaking recruitment ideas. Peoria does not have an aggressive recruitment program. He recommended applications be turned around quickly, the recruitment period shortened, and to involve officers in the recruitment process. Mr. Buracker suggested sending recruiters to job fairs and colleges that have criminal justice programs. Councilmember Aames commented on the need for good exit interviews to determine why employees leave. Chief Ratcliff commented that Peoria is competing against other Valley cities and nationally. Human Resources is working to cut the time down from initial contact with a potential employee to actually offering them a position. Vice Mayor Hunt thanked everyone and concluded discussions.
