CITY OF PEORIA, ARIZONA MARCH 17, 2006 TRILOGY @ VISTANCIA – KIVA CLUB, TEWA BALLROOM 27980 NORTH TRILOGY BOULEVARD EAST PEORIA, ARIZONA A City Council Workshop of the City Council of the City of Peoria, Arizona was convened at 27980 North Trilogy Boulevard East, Peoria, Arizona in open and public session at 9:00 a.m. Members Present: Mayor John Keegan, Vice Mayor Bob Barrett; Councilmembers Pat Dennis, Vicki Hunt, Joan Evans, Carlo Leone and Cathy Carlat Members Absent: None Other Municipal Officials Present: Terrence Ellis, City Manager; Susan Thorpe, Deputy City Manager; Carl Swenson, Deputy City Manager; John Wenderski, Deputy City Manager; Steve Kemp, City Attorney; Mary Jo Kief, City Clerk; Bob McKibben, Grady Miller, David Nakagawara, Stephen Bontrager, Neil Mann, Dave Moody, J.P. de la Montaigne, Greg Eckman, Sandy Teetsel, Steve Prokopek, David Leonardo, Brent Mattingly, Jeff Tyne, Glen Van Nimwegen, Chad Daines and Brad Hill Facilitator: Lance Decker Audience: 3-5, including Dr. Marty Rozelle as a presenter. Chad Daines, Planning Manager, provided and overview of service delivery to unincorporated areas of the city. Lance Decker and Dr. Marty Rozelle discussed their roles as facilitators of meetings with focus groups and the phased approach of the project. Mr. Decker and Dr. Rozelle further provided a recommendation to Council to increase communication and build trust, review and revise land use policies as needed, encourage county island resident participation on advisory groups and continue research to learn more about the target areas. Bob McKibbben, Fire Chief discussed Council’s current policy for fire response in county islands and asked Council to re-affirm or re-direct on the policy. Staff was directed to bring this back at a Study Session to further discuss the emergency response policy for county islands. Councilmember Cathy Carlat provided an overview of the Council Ad-Hoc Committee on Recycling meetings and findings. The Ad-Hoc Committee consisted of Councilmembers Carlat and Evans, Neil Mann, Public Works Director and Jesse Duarte, Solid Waste Manager. The Ad-Hoc Committee has been conducting meetings since last October when appointed by the Mayor. Neil Mann further provided details and background of recycling in the City of Peoria. Mr. Mann advised Council that the City of Peoria is currently the largest city in the state of Arizona that does not have curbside recycling. Discussion ensued regarding the possibility of implementing curbside recycling and the potential capital costs and other associated start-up costs. David Nakagawara, Interim Community Development Director and Chad Daines, Planning Manager, discussed the western planning area annexation and briefed Council on discussions with the Arizona State Lands Department. A group lunch was held. Jeff Tyne, Budget Director, provided an overview of development agreement monitoring. Mr. Tyne discussed what development agreements are and why the agreements are entered into. Mr. Tyne further provided a brief history of agreements in the City of Peoria and described the different types of agreements. John Wenderski, Deputy City Manager opened the discussion of proposed water allocation in the City. Brad Hill, Water Resources Manager, provided an update on what Council had requested of Staff to explore a process to allocate water and build a balanced and sustainable community. Staff had further been directed to recommend one or more options for a policy. Mr. Hill informed Council that a cross department team met and discussed possible policy options and provided a summary of the meetings. Staff was directed to come back to Council at the next Council Workshop to discuss the economic value, cost to the city and benefits to the community. Lance Decker, facilitated an evaluation of the two-day workshop. General consensus was the meeting was a success.
