General Information

Background
The City of Peoria, in partnership with the U.S. Department of Housing and Urban Development (HUD) and with General Fund monies, provides funding to not-for-profit agencies whose programs provide services to eligible recipients. These funds are administered by the Neighborhood Services Division of the Community Development Department and are awarded by the Not-for-Profit Council Subcommittee annually. The City has been funding not-for-profit agencies through HUD and the General Fund for many years.

Programs and grants funded by HUD that are eligible for review through the Not-for-Profit Subcommittee are the Community Development Block Grant (CDBG), the HOME Program and the American Dream Downpayment Initiative (ADDI) Program. In general, these programs were designed to assist low and moderate income citizens with a broad range of services including housing assistance, family services, domestic violence shelter, disabled services and transportation services to name a few.

Grants funded by General Fund monies are generally designed to assist Peoria residents and include activities such as health and welfare programs, children’s programs, arts programs, music programs, homebound services, elderly assistance and many others.

Applications are currently being accepted for the 2009-2010 fiscal year.

One signed original Application/Proposal and other items designated in this package must be returned by 5:00 P.M. November 17, 2008 to the following address:

Hand delivered applications should be submitted to the City of Peoria, Community Development Department, located on the 1st floor of the Development and Community Services Building located 9875 N. 85th Avenue, southwest of City Hall on 85th Avenue.

* Note 1 - The Proposer's Hearing will be scheduled during February, 2009.  Agencies that are requesting funding for the first time or that have not been funded in the past will be required to present their request to the Not-For-Profit Committee in person.  Agencies that have been funded in the past will not be required to present their request in person to the Not-For-Profit Committee unless they are notified that we are requiring them to attend.  A request to appear before the Committee does not mean there is an issue with your application.  For example, Agencies that offer similar services may be required to appear so that the Committee can gain better insight into what each organization can achieve if they are funded.  Agencies that are required to appear before the Committee will be notified in writing of the date and time of their hearing.  Agencies that are not required to appear before the committee may voluntarily attend a hearing if they so desire.  Requests to appear before the Committee voluntarily must be made to Carin Imig, Management Analyst, at (623) 773-7381 or should accompany your application.  Requests must be made before December 15, 2008.

IT IS THE RESPONSIBILITY OF THE APPLICANT TO CONTACT THE CITY TO DETERMINE ACTUAL FINAL PROPOSAL SCHEDULE TIMES AND DATES.
