Utility Collection & Treatment Supervisor
GENERAL PURPOSE
Under general direction, plans, organizes,
assigns, directs and evaluates the operations and
maintenance of the City’s wastewater treatment plants,
systems, facilities and related appurtenances in compliance
with state and federal requirements; and performs related
duties as assigned.
DISTINGUISHING CHARACTERISTICS
This position is responsible for planning,
coordinating and directing all operations and maintenance
activities for the City’s wastewater and water treatment
systems, facilities and equipment, ensuring compliance with
all federal and state environmental requirements.
Responsibilities and assignments are broad in scope and
require independent judgment on issues, which are complex,
interpretive and evaluative in nature. The work of this
class involves significant accountability and
decision-making responsibilities.
ESSENTIAL DUTIES AND
RESPONSIBILITIES
The duties listed below are intended only as

Plans, organizes, controls, integrates and
evaluates the work of assigned staff; with staff,
develops, implements and monitors work plans to achieve
goals and objectives; develops and monitors performance
against the annual department budget; supervises and
participates in developing, implementing and evaluating
plans, work processes, systems and procedures to achieve
annual goals, objectives and work standards

Directs and participates in analyses and
prepares recommendations and reports on system operations
and maintenance, regulatory compliance issues and
requirements, capital development, staffing requirements
and other technical and management issues; determines the
time, equipment, material and personnel requirements for
major projects

Oversees and evaluates wastewater treatment
plant and collection system operations to ensure
compliance with federal, state and local requirements and
to maintain processes at an optimal and cost-effective
level; directs programs, projects and operational changes
to meet these requirements; through subordinates, ensures
operational status of the wastewater treatment plant and
collection systems, facilities and processes; ensures
treatment standards and goals are achieved through the
proper operation and maintenance of facilities and
equipment

Monitors, researches, develops and
recommends improvements, modifications, enhancements and
changes to the plant’s process control and SCADA systems,
collection system and lift stations

Read and interpret technical illustrations,
blueprints, maps, plans, specifications, wiring and
pneumatic diagrams; perform computer calculations as
necessary to determine operations parameters

Prepares a variety of special and recurring
studies and reports; develops recommendations to improve
plant operations and efficiency; coordinates section
activities with other departments and agencies

Prepares and submits required regulatory
reports to local municipalities and county, state and
federal environmental agencies

Represents the City at meetings with local
municipalities and county, state and federal agencies to
identify and resolve problems related to wastewater

Reviews development and contractor plans
for compliance with City standards and policies.

Personally responds to inquiries and
complaints from the public

Interpret, explain and apply local, state
and federal environmental protection requirements

Ensures the City’s safety program and goals
are implemented and carried out in the assigned areas of
responsibility; develops and proposes safety requirements

Provides technical assistance to staff
-
Confers with and advises City staff
regarding wastewater treatment-related needs and
requirements.

Prepares requisitions for supplies,
equipment, professional services and labor contracts

Responds to emergency situations as
necessary

Develops, reviews and updates written
operational and maintenance instructions and schedules.

Establish and maintain effective working
relationships with City management, City officials,
consultants and contractors, employees and others
encountered in the course of work
REQUIRED QUALIFICATIONS
High school or G.E.D. equivalent, and six
years of increasingly responsible experience in the
operation of a large wastewater collection and treatment
system, at least five of which were at a lead level, or an
equivalent combination of training and experience. Valid
Arizona driver’s license, Wastewater Treatment Operator’s
Certificate, Grade IV at time of hire and Water Treatment
Certificate, Grade IV, within 1 year of hire.
DESIRED QUALIFICATIONS
College coursework or technical training in
Water/Wastewater Technology, Sanitary Engineering, Biology,
Chemistry, or Environmental Science and five years
supervisory experience in the operation of large wastewater
collection and treatment system. Extensive knowledge of the
principles, practices and methods of administering and
operating a large, state-of-the-art wastewater and water
treatment system; applicable federal, state, and local laws,
regulations, and policies; equipment and material
requirements for system operations; construction management
methods and techniques; safety regulations associated with
wastewater treatment plant operations; principles and
practices of budgeting and purchasing, including the
preparation of bid specifications; records management
requirements and procedures; the principles and practices of
effective management and supervision; micro-computer
applications related to the work, including modern,
state-of-the-art process control and SCADA systems.

WORK ENVIRONMENT
The work environment characteristics

The employee normally works under typical
office conditions and is occasionally exposed to outside
weather conditions and wet or humid conditions. The employee
occasionally works near moving mechanical parts, in high,
precarious places, and is exposed to toxic or caustic
chemicals, fumes or airborne particles, sewage, risk of
electrical shock, and vibration. The noise level is
occasionally moderately loud.
