Peoria's City Manager oversees the daily operation of the city and reports directly to the City Council. As the city's Chief Executive Officer, the role of the City Manager is to execute the policies and programs established by the City Council and to provide administrative leadership and management of municipal operations. The City Manager is appointed by and serves at the pleasure of the Mayor and City Council.

The Intergovernmental Affairs Department reports directly to the City Manager.
Other city departments (with exception of the City Attorney's Office and the Municipal Court) report to one these three Deputy City Managers:
The Deputy City Manager for Economic and Development Services oversees the Communications and Public Affairs Department, Community Development Department, Economic Development, and Engineering Department.
This position is currently vacant. In the interim, these departments are reporting directly to the city manager.

The Deputy City Manager for Finance, Community Services, and Utilities oversees the Community Services, Public Works, Finance Department, Budget Department, and Utilities Department.
